A practical checklist for running a high-stakes exam
From registration to results, a stage-by-stage checklist for running entrance, recruitment and certification exams without surprises.
High-stakes exams leave very little room for improvising. Candidates’ futures depend on the result, and any decision may be questioned later. The institutions that run these exams well have one habit in common: they plan every stage in advance and write everything down.
This is the checklist we use when planning large entrance, recruitment and certification exams.
Before the exam
Registration and scheduling
- Publish clear eligibility rules and dates
- Open online applications with OTP-verified accounts
- Collect fees online and reconcile them automatically
- Allocate centres and slots, and issue admit cards with photo and seat details
Question papers
- Prepare a blueprint covering syllabus, difficulty mix and question types
- Use vetted subject experts to write questions, and have them reviewed independently
- Prepare equivalent papers for each shift and plan how scores will be normalised
- Keep papers encrypted, with access limited and logged
Centres and staff
- Audit each centre’s power backup, network, computers and seating
- Recruit and brief invigilators and technical staff
- Prepare a backup plan for power cuts, absent staff and emergencies
On exam day
- Verify every candidate at the gate with biometrics and ID checks
- Carry out frisking and enforce the rules on personal devices
- Lock down computers for CBT, or check the seals on paper exams
- Monitor every centre live through CCTV and a central control room
- Record every incident with the time, place and action taken
After the exam
- Secure all responses: encrypted data for CBT, sealed answer sheets for paper
- Evaluate objectively, with automated scoring or OMR scanning and validation
- Normalise scores across shifts where the papers were different
- Apply cut-offs, tie-breakers and other rules consistently
- Cross-check results before publishing and keep an audit trail
The step teams often skip
A few weeks after results, hold a review meeting with everyone involved. Go through incidents, question statistics and candidate feedback. Talk about what went wrong, what nearly went wrong and what should change next time. This meeting is where exam programmes improve year after year.
